Plagiarism and Retractions Policy
The Journal of Education and Educational Development (JoEED) maintains a strict zero-tolerance policy on plagiarism, in line with the guidelines of the Higher Education Commission (HEC) and the Committee on Publication Ethics (COPE). All submissions are screened using Turnitin to detect text similarities.
1. Definition and Policy
Plagiarism is defi ned as the use or close imitation of another author’s work
language, ideas, or data without proper acknowledgment. All manuscripts must be
original, unpublished, and not under consideration elsewhere. Direct quotations or
previously published content must be clearly identifi ed and properly cited. Any
content exceeding fair use (typically more than 2–3 sentences or figures) requires
explicit permission from the copyright holder.
2. Similarity Threshold
If similarity exceeds 19%, the manuscript is returned to the author(s) without review.
JoEED follows HEC and COPE protocols to evaluate and handle such cases.

4. Self-Plagiarism
Submissions with significant overlap with the authors’ prior publications must
clearly reference the original work and obtain necessary permissions. Overlap
of more than 10% but less than 50% is treated as intermediate, while overlap in
methods or minor reuse is treated as minor.
5. Reuse and Translations
Previously published materials (e.g., from conference proceedings or non-English
journals) must be disclosed, cited, and accompanied by republishing permissions.
The Editor reserves the right to reject such submissions or allow republication for
broader dissemination with clear attribution.
6. Retractions
Published articles may be retracted if:
• Findings are proven unreliable due to misconduct or error
• The work duplicates prior publications without justification
• Plagiarism or unethical research is identified

7. Author Responsibility
All listed authors are equally responsible for the content. If plagiarism is detected,
all authors are subject to the applicable penalties.
8. Editorial Oversight
The Layout Editor maintains a record of penalized authors. If a banned author
submits a manuscript, the Editor-in-Chief is informed for appropriate action. This
policy is available on the journal website and shared with authors upon manuscript
submission.
